What is the position and role of the Oradea Regional Office for Cross Border Co-operation (BRECO) in the Romanian– Hungarian Border region? ?

The Regional Office is a non-governmental, non-profit organisation, which is an independent legal entity, functioning in the cross border co-operation area in the field of cross-border regional development. The Regional Office represents the result of the association of the Regional Development Agencies whose competence of development are the counties situated in the Romanian–Hungarian border region. The founding members of the Regional Office are the North-Western Regional Development Agency, with the head office in Cluj-Napoca and The Western Regional Development Agency, with the head office in Timisoara.

The Regional Office was founded based on GD no. 2005/ 2004, with the purpose of cooperation, implementation and management of INTERREG programmes, the declared mission of the Regional Office being the continuous development of Romanian-Hungarian border region by promoting the cross border co-operation, as well as the support of the local initiatives.

Taking into consideration the fact that the field of activity of BRECO is something new in the border region, the daily work is a continuous challenge, but also a permanent source of contentment.


Among our duties, delegated by Ministry of European Integration, we could mention the participation to the elaboration of the Common Document of Multiannual Programming for the Cross Border Co-operation Programmes, the involvement in both the launching of calls for project proposals and in the evaluation process of applications.
Very important, and the substantial part of our work, is the granting of technical assistance to all the possible beneficiaries through the entire implementation period, as well as the monitoring of the project progress.
In this view, we have the responsibility to verify the reference documents made by beneficiaries, and also, the supervision of project activity via the examination of the inception reports, of interim and final reports, forwarded to the Ministry of European Integration, which should reflect the status, the implementation difficulties and the impact of the cross border co-operation projects.
The role of BRECO in the near future is connected to the administration of the Territorial Co-operation Romania-Hungary which will be allocated after the accession of Romania to the European Union.
